Feburary 28, 2024: Offerors must request access via SAM.gov to the two Distribution D Drawing TDP packages and Attachments 0001 through 0007 in order to receive the TDPs and Attachments 0001 through 0007. Attachments 0008 through 0010 are currently posted to SAM.gov.

Please note, the synopsis mistakenly indicated this solicitation is a 100% small business set aside, however, this is a full & open competition solicitation. Attachments 0001 through 0007 will be uploaded with the TDP Package to SAM.gov.

This solicitation is intended to result in the award of a single requirements contract for the estimated supplies specified. The resulting contract will establish pricing to be utilized through issuance of delivery orders for discrete quantities for the period stated in the schedule. The Government bears no responsibility to issue an initial minimum order upon base contract award. Distribution Level: D (Export Control) Use the TDP uploaded with this solicitation. The TDP drawing NO. 13222E0052 was approved on July 15, 2022 for Quick Disconnect Mechanism Assembly LH. The TDP drawing NO. 13222E00053 was approved on July 15, 2022 for Quick Disconnect Mechanism Assembly, RH. A link to the TDP is available in SAM.gov.

Joint Certification Program (EXPORT CONTROL): Offerors must be certified under the United States/Canada Joint Certification Program (JCP) (http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP.aspx) to be granted access to the TDP for the solicitation. Offerors must have a current DD 2345, Militarily Critical Technical Data Agreement on file with Defense Logistics Information Service (DLIS). The JCP has transitioned to an online application process.

The program no longer accepts hard copy application submitted by postal service nor commercial delivery services nor submitted by FAX. An application must be completed online through the JCP Portal. In order to receive the TDP, offerors will also need to have access to the System for Award Management (SAM).

If multiple individuals in the contractors organization need access to the TDP for a solicitation and an explicit access request is required, each individual must submit an explicit access request to be granted approval to view the TDP. Those same individuals must be registered in SAM. Offerors may register via the internet at https://sam.gov/content/home . Your firm must request access to the TDP in SAM (www.SAM.gov) in addition to submitting the above approved DD 2345 form in order to be granted access to the TDP. Once these requirements have successfully been completed, you will be granted access to the TDP. 3. Federal Acquisition Regulation (FAR) Clause 52.246-11 Higher Level Contract Quality System is required. Contractor must be ISO 9001:2015 compliant. 4. MIL-STD 1916 is required, See Section E. 5. First Article Test is not required for this procurement.
