The U.S. Army Contracting Command-Rock Island Arsenal intends to award a Sole Source Contract to Rockwell Collins in accordance with Federal Acquisition Regulation (FAR) 6.103-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements, for the procurement of the following Thin Layer Explosives (TLX)
