• (17) Description:
  The Army Contracting Command – Rock Island Arsenal (ACC-RIA) intends to negotiate and award an out-of-scope, sole-source contract modification/task order to Tunista Services, LLC under the authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2)(ii). This action is for dedicated bulk fuel transportation, distribution, and routine/emergency refueling services for stationery and mobile generators across Rock Island Arsenal. The requirement requires a dedicated 2,500-gallon HAZMAT-certified fuel truck, certified operators, and a continuous 24/7 emergency response capability. Due to substantial duplication of costs not expected to be recovered through competition, it is the Government's belief that only the proposed source can meet this requirement without causing unacceptable base operations delays.
