The Joint Manufacturing and Technology Center, on Rock Island Arsenal, IL 61299, is seeking a budgetary estimate for the long-term lease of approximately 200 forklifts to support our material handling operations. We are gathering this information to inform our procurement planning and budget allocation for the upcoming fiscal year. We require a flexible and varied fleet to meet a range of operational demands. The estimate should reflect a comprehensive lease agreement, inclusive of a full-service maintenance package that includes pick up, delivery and temp loans when a fork lift is due for scheduled and unscheduled maintenance.
Fleet Requirements Overview: Total Quantity: Approximately 200 units Lease Term: Please provide pricing for 12-month lease term with 4 additional option years up to 60 months.
Maintenance: The budgetary estimate must include a full-service maintenance plan covering all preventative maintenance and repairs resulting from normal operational wear and tear. Including pick up, delivery, and temp loans when a forklift is due for scheduled and unscheduled maintenance.
Required Forklift Capabilities: Our fleet will consist of a mix of units with the following specifications. We request that you provide a pricing structure that can accommodate a variety of models meeting these needs. Updated Forklift Capabilities Feature Specification Requirement Primary Forklift Types A mix of Rider Forklifts (with towing capability), Walk Behind Pallet Jacks and Stackers, and Side Lifts (Side loaders) for long loads.
120 riders and 80 walk behind Power / Fuel Electric / Propane (LPG - Liquefied Petroleum Gas). Lifting Capacity A mix of models ranging from 3,000 to 12,000 lbs. and one (1) unit at 30,000 lbs. Towing Capacity 25% to 100% equipped with a Pintle Hitch for use with Heavy-duty industrial towing Operator Cabin A mix of standard overhead guards and fully enclosed cabins (for all-weather/outdoor models). Fork Length Variable, with options up to 6 feet long.
Mast Extension A variety of 1, 2, and 3-stage masts to suit different lift height requirements. Tire Type Both solid/cushion tires for indoor use and pneumatic/inflatable tires for outdoor/rough terrain applications. Fork Positioners Both manual and power-shifting (hydraulic) fork positioners. Mast Attachments 2% of the fleet must be equipped with rotating mast capabilities to handle and dump specialized loads (Min 6,000 lbs, max 8,000 lbs).

Itemized Per-Unit Cost: A sample monthly lease rate for representative models at the low (approx. 3,000 lbs), medium (approx. 15,000 lbs), and high (approx. 30,000 lbs) capacity points.
Full-Service Maintenance Cost: The monthly cost for your comprehensive maintenance plan, specified per unit or as a blended fleet rate.
Lease Term Options: Clear pricing for 12-month lease term with 4 additional option years up to 60 months terms.
Overtime Hours: Details on standard operating hour limits and the cost per hour for exceeding them.
End-of-Lease Options: A brief description of available options at the conclusion of the lease (e.g., purchase, renewal, return).
Fleet Management: Information on any fleet management and reporting services you offer. Delivery time: amount of time it would take to have equipment delivered on site. Would it be a phased delivery based on size and capability Please note that this is a request for a budgetary estimate for planning purposes only and does not constitute a formal Request for Proposal (RFP). A formal RFP may be issued at a later date.
