The U.S. Government (USG) has re-opened the FY27-FY32 120mm Tank Training Ammunition Sources Sought notice to incorporate draft Technical Data Packages (TDPs) for the M1002 and M865A1 cartridges. Interested parties who have not yet responded are encouraged to submit a response. Those with existing submissions may revise and resubmit submissions to include any new information.

The M1002 and and M865A1 TDPs are marked Distribution D (Distribution Authorized to the Department of Defense and U.S. Dod Contractors Only) and Export Controlled. Interested parties are required to submit a certified DD2345 in accordance with DoD Directive 5230.25 to obtain access to the TDPs. The TDPs will be available after meeting the aforementioned certification.

IMPPORTANT: The TDPs are available for informational purposes only. It is cautioned that the TDP's are in DRAFT form and are subject to change. The actual TDPs will available when/if a formal Request for Proposal (RFP) is issued by the USG.

DESCRIPTION: The U.S. Army Contracting Command, Rock Island Contracting Center, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, Picatinny Arsenal, New Jersey, 07806-5000 is seeking possible sources for the production of 120mm M1002 and M865A1 Tank Training Cartridges, potential initial production of the 120mm M1002 AMP Trainer (AT) Cartridge, and refurbishment of M1002 and M865A1 containers from inventory.

This 120mm Tank Training Ammunition will be used to fill FY27-FY32 Army requirements. The projected rate of production for the M1002 Training Cartridges is 35,000 per year. The projected rate of production for the M865A1 Training Cartridges is up to 60,000 per year.

SPECIFICATIONS: The M1002, M865A1, and M1002 AT cartridges shall be manufactured to a U.S. owned Technical Data Package (TDP). TDP’s are Marked Distribution Statement D: Distribution authorized to the Department of Defense and U.S. DoD and U.S. DoD Contractors Only. The TDP for M1002 AT is currently under development and not available at this time.

PLANNED ACQUISITION: The Government contemplates an award of a five (5) year Firm Fixed Price (FFP) Contract. It is anticipated that dual awards will be made. Subject to approval, competition will be limited to U.S. and Canadian sources.

SUBMISSION INFORMATION: All interested firms and manufacturers, regardless of size, are encouraged to respond to this request for information including current product literature, illustrations, drawings and relevant company background and a brief summary of the company's capabilities (to include organizations, description of facilities, equipment, manufacturing processes, inspection capability, skills, personnel) and potential subcontractors' capabilities.

Please include company name, address, telephone number, email address, technical point of contact, Company Size (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), brochures/literature. Information submissions must be received not later than the listed response date.

All responses to this notice shall be submitted electronically through DoD SAFE, https://safe.apps.mil. Prior to sending a submission, email the Contract Specialist, Dave Buennig, at david.w.buennig.civ@army.mil to “Request a Drop-off” which is required for contractors to receive prior to submittal. Any information deemed proprietary must be marked accordingly. All information is to be submitted at no cost or obligation to the Government.

All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM). The Government reserves the right to reject, in whole or in part any private sector input as a result of this market survey. This market survey is for information and planning purposes only and shall NOT be construed as a Request for Proposal (RFP) or an obligation on part of the Government. The Government does not intend to award a contract on the basis of this market survey. This is only a market survey notice, not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published.
