3-Sep-2025: Solicitation Amendment 0001 issued to incorporate Attachment 1, Revised Statement Of Work (SOW) and Attachment 7. Questions and Answers. Offer due date has been extended to 11-Sep-2025, 3:30 pm HST. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is issued, see attachments. This solicitation, W50SLF25RA007, is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Federal Acquisition Circular (FAC) 2025-05, effective August 17, 2025. This procurement is being solicited as 100% small business set aside.

The designated North American Industry Classification System (NAICS) Code is 238220 Plumbing, Heating, and Air?Conditioning Contractors, with a size standard of $19.0M. The Hawaii National Guard intends to issue RFP W50SLF-25-R-A007, PROJECT KABD250001 Replace AC Systems B501 of the Hawaii Air National Guard, 292 Combat Communications Squadron (292nd CBCS), 75 Kuleana St, Kahului, HI 96732. As a result of this solicitation, the Government intends to award a single Firm Fixed Price (FFP) contract.

Synopsis: KABD250001 Replace AC Systems B501, MAUI HI Provide all equipment, material and labor to perform the following work in accordance with Statement of Work, drawings, specifications, ANG ETL 01.1.1, Asset Protection, ATFP requirements and all local, state and federal regulations. Bldg. 501 has an outdoor 40 Nominal Ton Chiller (CH) placed on the roof on the southeast portion of the facility. Work covered in this project includes but is not limited to:

Remove one (1) existing Carrier Air-Cooled Liquid Chiller serving Building 501 and replace it with one (1) new 40 Nominal Ton Air-Cooled Chiller. In addition, the CH system has two (2) close-coupled centrifugal chilled water pumps that also need replacement. A site visit may be requested by sending an e-mail to cezar.y.deveas.mil@army.mil. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications.

Terms remain unchanged unless solicitation is amended in writing. If an amendment is issued, normal procedure relating to the acknowledgment and receipt of solicitation amendments shall apply. Proposals are due by 3:30 p.m. Hawaii Standard Time on Thursday, 04 September 2025. Electronic proposals must be submitted via e-mail to Cezar de Veas at cezar.y.deveas.mil@army.mil. Facsimile proposals will not be accepted. Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The basis for award is based on price using procedures of FAR 13.5.

The Government shall evaluate pricing to determine fair and reasonable pricing using one or more of the price analysis techniques in FAR 13.106-3(a)(2). Evaluation-Commercial Products and Commercial Services and basis of award is provided in the solicitation (FAR 52.212-2 and Addendum to FAR 52.212-2). Offerors shall submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, and 52.213-3 (Alternate I) with its offer.

Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause at 52.212-5 (DEVIATION 2025-O0003 and 2025O004), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. The FAR and DFARS provisions and clauses incorporated into this solicitation are in the solicitation attachment.

NOTE: Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. Contractor must complete all Representations and Certifications found within their profile in the System for Award Management (SAM) at https://www.sam.gov.

All offerors must complete provision 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment, 252.204-7016 Covered Defense Telecommunications Equipment or Services—Representation, 52.204-26 Covered Telecommunications Equipment or Services-Representation, and 252.204-7017 Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or Services—Representation to be eligible for award.

Your attention is directed to FAR clause 52.219-14(e)(4) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for construction of special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 75 percent subcontract amount that cannot be exceeded”.
