-This is an update to include by attachment the Abstract of Offers and the Bid Opening Attendance Roster in accordance with FAR 14.403(b). -This is an update to incorporate Amendment 0001 into the solicitation. This amendment provides government responses to all questions and has been uploaded as an attachment along with corresponding revised sheets CS131, CS132, and EA501 of the project plans. -This is an update to include the Pre-Bid Conference slide presentation and the attendance roster as attachments.
These documents are for informational purposes only and this action is not considered to be an amendment to the solicitation; therefore there is no need to acknowledge. All of the terms and conditions set forth in the original solicitation including the due date and time remain unchanged.
The USPFO for South Carolina intends to issue an Invitation for Bid to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to repair and expand airfield pavements to meet standard by utilizing conventional design and construction methods at McEntire JNGB.
The scope of this project will consist of the removal of existing substandard concrete and asphaltic pavement and the installation of new base course, new concrete pavement (PCC), storm water drainage improvements, relocate taxiway edge lights, signage and paint taxi lines for base assigned and transient aircraft. All new pavements will be compatible with applicable Department of Defense (DoD), Air Force, and installation design standards and criteria.
In addition, local materials and construction techniques shall be used where cost effective. The work is located at McEntire Joint National Guard Base near Eastover in Richland County, South Carolina. The base award CLIN is anticipated to be as follow:
CLIN 0001: Base Bid This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 237310, with a size standard of $45,000,000.00. The magnitude of the project is between $10,000,000.00 and $25,000,000.00.
The contract duration will be a total of 300 days after notice to proceed, which consists of an anticipated 180-day pre-construction phase for submittal approval, testing, mix designs, submit required permits, etc.; and another anticipated 120-day construction phase. *NOTE: The duration of each phase is an estimate and not mandatory however the Contractor will have only 300 total days to complete both phases.
Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities.
Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded”. In accordance with FAR 36.211(b), the following information is provided:
(1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.
(2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements. Prospective bidders are highly encouraged to attend a pre-bid conference and site visit: See Clause 52.236-27 for time and date.
The date for the pre-bid conference is 6 August 2024, 10:00AM local time, at McEntire Joint National Guard Base 169th FW, CE Conference Room, 1325 South Carolina Road, Building 1071,Eastover, SC 29044. Interested contractors shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 1 August 2024 via email to jonathan.bailey.28@us.af.mil and badri.francis.1@us.af.mil.
