The purpose of this notice is to upload the official OF1419 Abstracts of Offer into the Attachments/Links section of this notice.
The Bid Tabulation and Attendance Roster documents have been uploaded into the Attachments/Links section of this notice.
The purpose of this amendment is to:
1. Clarify "Bid Repository Instructions" located in section 00 21 00 "Insructions, Conditions, And Notices to Offerors to read as follows:
Hand carried bids must be deposited in the repository prior to the time established for opening of bids, for this purpose time limit to hand deliver bids on April 18, 2024 has been set for 9:45AM to provide enough time to register the bid in time for the 10:00AM set time of the bid opening.
2. Upload Solicitation Ammendment W50S9324B0001-0001 into the Attachments/Links section. The only change in this ammendment is the clarification language of the "Bid Repository Instructions" mentioned in bullet 1 of this post. No other changes are either expressed or implied.
The purpose of this ammendment is to upload the questions and answers document into the attachments/links part of this solicitation.

Invitation for Bids (IFB)
Set-Aside for Small Businesses NAICS Code: 236220 - Commercial and Institutional Building Construction 156th Wing, at the Muniz Air National Guard Base, Carolina, Puerto Rico intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, fuel, permits, quality control and supervision necessary to Provide reinforced concrete foundation and pad to support installation of prefabricated, modular relocatable small arms range containers.
Provide for utilities, foundations, communications infrastructure and lightning protection, and electrical grounding. All work shall be conducted per specifications in the Scope of Work contained in this solicitation except as specified in Paragraph 3.0 as Government Furnished items. The project consists of an area of 52276F. Currently the 156th Wing does not have the means to have small arms training qualification at their main installation continue to remain out of compliance with its readiness metrics.
Personnel are faced with having to hold assemblies in sites not in control of the 156th Wing such as Camp Santiago, Salinas, P.R. This project will enhance the 156th Wing ability to streamline these requirements. The contract duration will be 120 calendar days after notice to proceed to include inspection and punch list. This project is set aside 100% for Small Business.
The North American Industry Classification System (NAICS) Code is 236220, with a small business size standard for Small Business is $45.0M average annual revenue for the past three years. The magnitude of construction is between $500,000 and $1,000,000. The solicitation is hereby issued on March 21, 2024. The pre-bid conference and site visit was held on March 12, 2024, 9:30 AM EST (local time), to be held at 200 Antonio (Tony) Santana Ave. 156th Wing Muniz P.R Air National Guard Base, Carolina, P.R.
Bldg.16 (Room 157) Interested contractors were encouraged to attend. No further site visits will be conducted. All questions or request for information (RFI) about the solicitation must be submitted before close of business, 4:00PM EST (local time) March 26, 2024 via email to angel.solis.2@us.af.mil. The bid opening date is planned for April 18, 2024. Actual dates and times are identified in the solicitation notice at www.SAM.gov. Interested offerors must be registered in the System for Award Management (SAM).

To expedite base access for the official bid opening , contractors shall submit the following documents by 17 April at 10:00am local time: • Firm Name and Telephone Number • Visitor’s Name • Copy of Drivers License or any Identification Card in compliance with the Real ID Act For repository and bid opening instructions please refer to parragraph 5 located in section 00 21 00 of the solicitation (SF1442).

Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities.
Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded”. In accordance with FAR 36.211(b), the following information is provided:
(1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.
(2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.

Actual dates and times will be identified in the solicitation. In accordance with (IAW) FAR Part 6 and DFARS Part 206, competitive selection procedures will apply. Evaluation factor is Price Only, subject to the offeror’s responsive and responsible determination. The Government intends to award without discussions. Interested offerors must be registered in SAM. In accordance with FAR 52.232-18, funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.
No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
