Contracting Office Address: West Virginia Air National Guard, 167th Mission Support Group, 222 Sabre Jet Blvd, Martinsburg, WV 25405 2.Description of the Requirement The West Virginia Air National Guard (WVANG) intends to award a sole-source, firm-fixed-price contract to SkySafe, Inc. (San Diego, CA) for a 12-month Software-as-a-Service (SaaS) drone detection, tracking, and forensics coverage subscription at Shepherd Field ANG Base/Eastern WV Regional Airport and the surrounding Martinsburg, WV area.

This procurement will be conducted under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Commercial acquisition procedures in accordance with FAR Part 12 will be used.

3.Sole Source Justification SkySafe is the only known commercial vendor capable of providing a comprehensive, hardware-free unmanned aircraft system (UAS) detection, tracking, and forensics solution that requires zero deployment, maintenance, or upgrade costs for the Government. Key unique capabilities required by the WVANG include:

•Infrastructure-Free Operation: Delivery of real-time and historical UAS telemetry(including altitude, location, velocity, and pilot location) without requiring the installation,construction, or sustainment of physical sensor hardware on base. •FAA-Verified Performance: Independent verification by the Federal AviationAdministration (FAA) demonstrating a detection rate of >95% for small UAS. •Interoperability and Statewide Command Intent: Direct compatibility with the WestVirginia Adjutant General's unified state-wide security architecture for Anti-SUA detection.

4.Submission Instructions for Interested Parties This notice of intent is NOT a request for competitive proposals. However, all responsible sources who believe they can meet the exact requirements specified above may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses must be submitted electronically to the Contracting Point of Contact no later than the Response Date listed above.

Capability statements must clearly demonstrate the vendor's ability to provide a fully infrastructure-free, vendor-maintained SaaS drone detection capability covering the designated regional areas, with proven FAA-verified performance rates equivalent to or exceeding those of SkySafe. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
