179TH LAB TESTING SERVICE

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W50S8R-24-R-5000 is being issued as a Request for Quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-06. This solicitation is set-aside 100 percent for Small Business. The NAICS code that applies is 541380 and business size is $19M. This action will result in a FFP purchase order, utilizing simplified acquisition procedures under Full and Open competition After Exclusion of Sources.

Requirement is for the 179th Lab Testing services; see Attachment 2 Performance Work Statement, for further details. The Government will retrieve and deliver all samples to Laboratory Testing Facility within 70 miles of 179CW, 1947 Harrington Memorial Road, Mansfield, Ohio 44903. Google Maps will be used for evaluation purposes. Any offerors that facility does not fall within the 70 mile distance shall be removed from technical evaluation.

Site Visit Information: There will be NO site Visit.

Base:

CLINs 0001-0015 Description: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Lab Testing Services, as defined in Attachment 2 Performance Work Statement.

Period of Performance: 1 March 2024 – 28 February 2025 Quantities dependent on CLINs Option Year 1 CLINs 1001-1015 Description: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Lab Testing Services, as defined in Attachment 2 Performance Work Statement.

Period of Performance: 1 March 2025 – 28 February 2026 Quantities dependent on CLINs Option Year 2 CLINs 2001-2015 Description: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Lab Testing Services, as defined in Attachment 2 Performance Work Statement.

Period of Performance: 1 March 2026 – 28 February 2027 Quantities dependent on CLINs Option Year 3 CLINs 3001-3015 Description: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Lab Testing Services, as defined in Attachment 2 Performance Work Statement.

Period of Performance: 1 March 2027 – 28 February 2028 Quantities dependent on CLINs Evaluations factors will be Best Value determination by evaluation of Responsiveness, Technical, and Price as set out in Attachment 1: Provisions and Clauses under Addendum to 52.212-2. All questions are due no later than 10:00 A.M. on 10 January 2024. If all answers to questions submitted within this timeframe are not provided at least three (3) business days prior to bid due date, bid due date will be extended accordingly.
