**This soliciation was amended for a second time on June 29, 2026 to incorporate the attached Questions & Answers Word Document. As a result of Question 5, Paragraphs 5.1 and 5.2 the PWS has been updated to reflect that the fact that both the Physical Therapist and Strength Conditioning Specialist will provide care to both the Squadron Tactical Air Control Party (TACP) personnel as well as Squadron Special Warfare Mission Support (SWMS) service members.

This solicitation was amended on June 24, 2026 in order to attach the Performance Work Statement (PWS). No other changes were made.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W50S8H-26-Q-0016 is issued as a request for quotation for the services of a Full-Time Strength and Conditioning Specialist and Part-Time Physical Therapist.

Also needed is a contractor-provided Remote Fitness Coaching Smart Phone Application. This entire acquisition is needed for one Base plus one Option year. Specific deliverables are spelled out in the Performance Work Statement attached to this announcement. Evaluation criteria can be found detailed in the provision FAR 52.212-2 which can be read in the attached Provision and Clause PDF document.

Offers may provide past performance by submitting a finalized Contractor Past Performance Assessment Reporting System (CPARS) evaluation or utilizing the Past Performance Questionnaire (PPQ) also attached to this announcement. If there is no CPARS evaluation nor a PPQ submitted with an offer, past performance will not be evaluated but instead evaluation will be based upon technical acceptability and price. This acquisition a 100% Total Small Business Set-Aside.

The NAICS assigned is 621340 and the Size Standard is $12,500,000.00. The Product Service Code is Q518. The Wage Determination 2015-4163 Revision 32 for Onondaga County, NY is applicable to this acquisition and will be incorporated into the resulting contract award.

Line Items: CLIN 0001 – 2,080 Hours – HPO Strength and Conditioning Specialist Salient features: The contractor shall provide a Strength Conditioning Specialist who is qualified and experienced in accordance with the Performance Work Statement. - Period of Performance is September 30, 2026 through September 29, 2027. CLIN 0002 – 512 Hours – Physical Therapist Salient features: The contractor shall provide a Physical Therapist who is qualified and experienced in accordance with the Performance Work Statement. - Period of Performance is September 30, 2026 through September 29, 2027. CLIN 0003 – 12 Each – Remote Fitness Coaching Smart Phone Application Salient features: The contractor shall provide a fitness app to provide for remote coaching for all Drill Status Guardsmen (DSG) who are not present for duty on a full-time basis in accordance with the Performance Work Statement. - Period of Performance is September 30, 2026 through September 29, 2027.
