NVANG BLDG 111 SEWER MAIN LINE REPAIR

RFI #1 and video of sewer line has been uploaded on 31 July 2024. Solicitation Amendment #1 A non-mandatory site visit has been scheduled for 30 July 2024 at 9:00 AM PDT at 1776 National Guard Way Reno, NV 89502. Coordination and base access will convene at the Reno Airport Cellphone waiting parking lot, by which interested vendors are expected to arrive by 8:30 AM PDT so they may be escorted on to the base. The site visit is expected to last approximately 45 minutes. All questions shall be in writing.

Questions shall be emailed to the primary point of contact shown on this RFQ. Include RFQ W50S8C-24-Q-A020 in the subject line. Questions not received by 1 August 2024 may not be answered. This is a combined synopsis/solicitation for a commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ) in accordance with FAR Part 12 and 13. All responsible source(s) solicited may submit a quote that shall be considered. Interested parties may identify their interest and capability to respond to the requirement or submit a quote.

This combined synopsis/solicitation incorporates the provisions and clauses that are in effect in the Federal Acquisition Regulation and applicable supplements on the date this solicitation was issued. In order to be considered for award, vendor must adhere to all quotation requirements detailed herein. Submit written quotes in reference to all required items contained in this Request for Quote (RFQ).

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03 effective 22 May 2024, Defense Federal Acquisition Regulation effective 30 May 2024, and AFARS Revision 2024-0610 dated 10 June 2024. The NAICS code for this requirement is 237110 Water and Sewer Line and Related Structures Construction, and the applicable size standard is $45.0 million.

The Product Service Code (PSC) designation is J045 – Maint/Repair/Rebuild Of Equipment- Plumbing, Heating, And Waste Disposal Equipment. Evaluation of the quote will be based on price only with conforming technical approach: meaning that the government will have reasonable assurance that the proposed contractor is fully capable of meeting the requirement of the performance work statement.

None Small Business Set-Aside: 100% Quotations in response to this solicitation shall be submitted via email to Keith Trimble at keith.trimble.1@us.af.mil, and Alex Norris at alex.norris@us.af.mil no later than the stated solicitation closing date and time. Quotations received after solicitation close and/or incomplete quotations that do not contain all of the stated solicitation submittal requirements will not be considered for award. Vendor quotations shall be valid for at least 90 days after the solicitation close date. All other inquiries or questions resulting from this combined synopsis/solicitation, shall also be directed to the point of contact listed above.

Description: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.2 and 3.3 as Government Furnished, to perform Services for Nevada Air National Guard (NVANG) sewer main line services, as defined in this PWS. The 152 Mission Support Group Contracting Office, intends to award a Firm-Fixed-Price contract for these services.

Place and Performance of Services: Performance shall be at Building 111 located at 1776 National Guard Way, Reno NV 89502. Please see the attached PWS (Attachment 1) for full technical requirements of the sewer line repair services. Complete the unit prices/extended amount listed in the combined synopsis/solicitation document for the entire service.

Period of Performance (PoP): The Period of Performance shall be one 4 months
