SYNOPSIS – GENERAL IFB SB Set-aside Document Type: Pre-solicitation Notice Classification Code Z—Maintenance, Repair or Alteration of Real Property Set Aside:
Small Business NAICS Code: 236220- Commercial and Institutional Building Construction The USPFO for Maine intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Construction of repairing and renovating the existing building 518 and 515. Existing Building 515 houses vehicles used for snow removal and de-icing operations.
Work includes provisions for a rooftop antenna platform on Building 518, renovation to approximately 1,500 square feet of existing office areas in Building 518, and renovations to approximately 400 square feet in Building 515 to provide necessary equipment storage space for transportable G-ASNT equipment. The contract duration is 365 days after notice to proceed. This project is set aside 100% for Small Businesses.
The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00.
The magnitude of construction is between $1,000,000 and $5,000,000 There is a potential for sole source/brand name specific items from the following manufacturers in the associated area of concern; Locks-Sargent Manufacturing Company, Acoustical Ceiling Tiles, Ultima High?NRC-Armstrong World Industries, Inc., Split System Air Conditioners-Daikin North America/Fujitsu General America/Mitsubishi Electric, LED Lighting-Maxlite, (noted justifications would be included with solicitation).
Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities.
Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”. The tentative date for issuing the solicitation is on-or-about 08 March 2021. The tentative date for the pre-bid conference is on-or-about 17 March 2021, 9:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation.
A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 26 March 2021 via email to usaf.me.101-msg.list.msc-contracting@mail.mil. The bid opening date is scheduled for on-or about 9 April 2021. Actual dates and times will be identified in the solicitation.
