The 140th Logistics Readiness Squadron, Vehicle Management Flight (140 LRS/LGRV) at Buckley Space Force Base requires the acquisition and installation of a permanent, overhead fall protection system for the Refueling Maintenance (RFM) bay. This system is essential to provide a safe and compliant working environment for mechanics performing maintenance on R-11 refueler trucks and other high-profile vehicles.

Refueling Maintenance mechanics are routinely required to work on the top deck of R-11 refueler trucks to service vents, manifolds, and other components. This work surface is at a height exceeding 10 feet above a concrete floor, presenting a significant fall hazard.

To achieve compliance with established safety standards, AFI 91-203, Air Force Consolidated Safety Standard, and Occupational Safety and Health Administration (OSHA) regulations mandate the use of an engineered fall protection system to mitigate the risk of serious injury or death in such circumstances. The current facility configuration lacks a compliant system, creating an unacceptable risk to personnel.

The absence of a compliant fall protection system directly impacts the mission by creating an unsafe working condition that could result in a serious mishap. A fall-related incident would lead to the loss of a skilled technician, a unit safety stand-down, and a subsequent degradation of the 140th Wing's aircraft refueling capabilities.

The installation of a permanent, engineered system is not an enhancement but a fundamental requirement to ensure the safe and uninterrupted execution of the vehicle maintenance mission and to meet all legal and regulatory safety obligations. AMENDMENT 001 - The purpose of this amendment is to update the Base Access Form (attachment 04) to the most current version the base is using, CAO 25 March 2026.

AMENDMENT 002 - The purpose of this amendment is to update the Base Access Form (attachment 04) response date to 8 April 2026.

AMENDMENT 003 - The purpose of this amendment is to make minor changes to the salient characteristics (attachment 02)
