United States Property and Fiscal Office (USPFO)-AK has a requirement to assist and execute full-scale multi-agency Chemical/Biological/Radiological Weapons of Mass Destruction Field Training Exercises in FY 2025, FY 2026, FY 2027, FY 2028, FY 2029, and FY 2030 for the 103rd WMD-CST (AK): The ORCA exercise will create a large-scale simulated terrorist event.
These exercises will create an environment to facilitate the accurate assessment of the twelve National Guard Mission Essential Tasks outlined in the DTMS Combined Armed Training Strategy (CATS) T&EO Report Civil Support Team Mission Essential Tasks dated 15 June 2022. The solicitation is issued as a Request for Quote (RFQ) from the USPFO for Alaska, Purchasing and Contracting Division, Anchorage, Alaksa. Total Small Business Set Aside applied.
Principle NAICS is 611699. In order to be eligible for award, the successful offeror's System for Award Management (SAM) registration must be active and includes representations and certifications. Questions will be due no later than 24 March 2025, 5 PM Alaska Standard Time. Answers to questions will be posted as an amendment to the solicitation. This solicitation will be issues electronically, therefore hardcopies will not be provided. Upon release of solicitation, it will be available on the SAM website at https://www.sam.gov.
CAUTION: This soliciation will be issued electronically as will any amendments thereto. Becuase of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. Is is therefore incumbaent upon interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued.
Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of offers may render your offer nonresponsibve and result in the rejection of same. 52.212-2 Evaluation—Commercial Products and Commercial Services. As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:
Evaluation—Commercial Products and Commercial Services (Nov 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price and past performance. Technical and past performance, when combined, are equal. (b) Options.
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision)
