This is a notice of intent to solicit a sole source requirement, under the authority of Title 10 United States Code 3204 (a)(7) and regulatory authority in Federal Acquisition Regulation Part 6.302-7, “Public Interest”, from Raytheon Technologies (RTX), 350 Lowell St, Andover, Massachusetts, 01810-4400, Commercial and Government Entity Code 05716, for the procurement of support for the reconstitution of the Phased Array Tracking Radar to Intercept on Target (PATRIOT) Configuration 2 equipment to a state of operational readiness.

This effort will bring the Configuration 2, Minimal Engagement Package (MEP) to operational readiness and provide new equipment training (NET), technical manual development, and NET materials development. The resulting contract period of performance for the effort is FY25 through FY26. RTX is the original designer, developer, system integrator and prime contractor for the PATRIOT Weapon System (WS).

RTX has the proprietary data, manufacturing processes, and test equipment that will be utilized in the performance of this effort. RTX is the only source that has obtained the unique knowledge and experience essential to meet the technical performance requirements of the system performance specification. The technical data package is not currently available for this synopsis, and it will not be available prior to solicitation. The USG intends to solicit and negotiate with only one source.

Offerors are encouraged to contact RTX for subcontracting opportunities for this effort. This synopsis is not a request for competitive quotes and a written solicitation will not be issued to any contractor other than RTX. No telephone inquiries will be accepted.
