This notice is provided for informational purposes only and is not a request for proposals. The Army Contracting Command-Redstone anticipates awarding a contract for HIMARS production on an other than full and open competitive basis under the authority of Title 10 United States Code (U.S.C.) 2304(c)(1) as implemented by FAR Part 6.302-1(a)(2)(ii)(A) and (B) - Only one responsible source and no other supplies or services will satisfy agency requirements.
The proposed contract action will include a 12-month base and 2 option years for up to 288 M142 HIMARS launchers [(Lockheed Martin Missiles & Fire Control LMMFC) Part Number 13545000]. This requirement is for the production of new M142 HIMARS launchers and support requirements from FY24 through FY26 to include product data definition package maintenance, training, support equipment, qualification testing, initial spares/repair parts, software, and efforts to address and correct obsolescence issues.
The proposed source to procure this requirement is Lockheed Martin Missiles & Fire Control, 1701 W Marshall Drive, Grand Prairie, TX 75051; CAGE Code 64059. The Government does not have sufficient technical data rights that would allow another contractor to produce the M142 HIMARS launcher or develop a new fire control system to meet the M142 HIMARS launcher requirement. The M142 HIMARS launchers shall meet the performance requirements of MIS-PRF-35480.
An offeror’s product must meet qualification requirements in order to be eligible for award. Additional information about qualification may be obtained from the primary and secondary points of contact. In some cases, the additional qualification information at subsystem or components levels must be obtained by Lockheed Martin Missiles and Fire Control – Dallas.
Additional information such as part numbers, drawing numbers, size dimensions, or other form, fit, or functional descriptions can be made available upon request.
Total HIMARS launcher quantities under this contract action will not exceed 288. Support equipment such as basic issue items (BII), M142 HIMARS launcher adapter groups, HIMARS sling assembly, multi-soldier portable on-system repair tool testers and HIMARS unique tools, and initial spares required to support fielding of M142 HIMARS launchers will be procured along with the launchers. The unit of issue for the M142 HIMARS Launcher and BII is “Each”, while the unit of issue for spares and support equipment is “Lots”. The delivery schedule for all three years is not yet defined due to funding constraints; however, the estimated schedule is provided as follows:
FY24 – 96 EA Launchers, 96 EA BII, 96 Lots Spares FY25 – 96 EA Launchers, 96 EA BII, 96 Lots Spares FY26 – 96 EA Launchers, 96 EA BII, 96 Lots Spares All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The solicitation will not be made available through the Government Point of Entry; however, a copy may be provided upon request.
