- Technical - Technical capability will be evaluated to determine the likelihood that the Government’s requirements in the SOW can be achieved.
- Price - Price will be evaluated to determine if the Offerors’ proposed price is fair, reasonable, and balanced using price analysis techniques in accordance with the guidelines in FAR 15.404-1(b).

The Government’s evaluation will conclude once a technically acceptable quote has been identified. An evaluation may not be performed on all quotes received.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
