This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; Quotes are being requested.
Solicitation No. W15QKN-25-R-A008is issued as a Request for Proposal (RFP), and incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-01 This is a Small Business set-aside under NAICS 541310 with a small business size standard of $12,500,000.00.In accordance with FAR 37.104-(a) Personal Service Contracts, the subsequent purchase order is not considered to be a personal service.
The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000 intends to award one (1) firm-fixed-price (FFP) purchase order, on a competitive basis, for interior modernization and upgrades of the Project Lead Joint Services (PL JS) office space located at Picatinny Arsenal, New Jersey. The Government intends to award without discussion (see FAR 52.215-1). Proposals that do not contain the information requested in the solicitation risk being determined Unacceptable by the Government. The Government will not assume the Offeror possesses any capability, understanding, or commitment not specified in the proposal.
Submission Instructions: Electronic copies of each volume shall be submitted through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/ . Proposals submitted by mail or hand-carried will not be evaluated. Proposals sent through proprietary or third party File Transfer Protocol (FTP) sites or DoD SAFE will not be retrieved. It is the responsibility of the Offeror to confirm receipt of proposals.
All proposals received after the exact time specified for receipt shall be treated as late submissions and will not be considered except under facts and circumstances allowed by the Federal Acquisition Regulation (FAR). For instructions on how to post an offer, please refer to the Posting Offer demo: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf.It is the Offerors responsibility to obtain written confirmation of receipt of all electronic files of the full proposal by the ACC-NJ Contracting Office. DISCLOSURE OF UNITPRICE INFORMATION: This constitutes notification pursuant to Executive Order 12600, Pre-Disclosure Notification Procedures for Confidential Commercial Information (June 2, 1987), of our intention to release unit prices in response to any request under the Freedom of Information Act, 5, USC 552, Unit price is defined as the contract price per unit of item purchased. We consider any objection to be waived unless the Contracting Officer is notified of your objection to such posting prior to submission of initial proposals.
