M4/M4A1 Carbines

The following is a combined Synopsis of Award Notice and Justification and Approval (J&A)

Posting: On 16 May 2024, the Army Contracting Command – New Jersey (ACC-NJ) located at 9 Phipps Road, Picatinny Arsenal, New Jersey 07806 awarded a sole source contract Modification to The Colt’s Manufacturing Company, Inc. of West Hartford, Connecticut. This modification was executed in accordance with CAO-24-0096, for which the redacted justification is being publicly disclosed simultaneously with this notice.

Modification P00004 to Contract W15QKN-19-D-0116 was issued to increase the total contract ceiling amount by $57,216,428.00. Ordering Period 5 pricing remains unchanged. The Period of Performance remains unchanged through 18 September 2024. The Product Service Code is 1005. National Stock Numbers (NSNs) are 1005-01-382-0953 for the M4A1 Carbine Rifle and 1005-01-231-0973 for the M4 Carbine Rifle. No Contract Line-Item Numbers (CLINs) have been modified as part of this change.

Any responses received within fifteen days after the date of publication will be reviewed by the Government. A determination by the Government not to open the requirement to competition based upon responses to this award notice is solely within the discretion of the Government.
