The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Total Resource Management, Inc. (TRM) on a sole source basis. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement listed below.

The purpose of this notice is to inform the public that the National Institutes of Health (NIH), Office of the Director, Transportation Management Branch (TMB) intends to issue a purchase order to Total Resource Management, Inc. for the acquisition of software licenses and support services for IBM Maximo so that TMB can remain compliant with federal requirements and NIH’s Center for Information Technology (CIT) cybersecurity policies.

The TMB of the Division of Logistics Services (DLS) provides fleet and freight forwarding solutions to the NIH community. TMB is the mandatory source for the NIH’s fleet management and freight forwarding and is federally mandated to have a functioning transportation management system. TMB has uses the IBM software “Maximo”, a commercially available off-the-shelf software, as its transportation management system.

It is hosted by NIH CIT hosting and storage services and has been tailored from an out-of-the-box version to fit TMB’s program requirements. TRM is the only full?service Maximo consultancy with an existing, proven cloud solution for Maximo; as a result, they have the technical expertise to design flexible and scalable hosting solutions to meet the evolving needs of the Government. TRM provides the only Maximo Application Suite (MAS) software-as-a-service (SaaS) deployment option.

TRM is the only IBM business partner operating MAS 8 in AWS, Azure, Google, and IBM clouds. TMB’s Maximo system uses TRM RulesManager Studio, which is the only unified solution that provides a suite of capabilities to configure, control, extend, and manage Maximo. TRM RulesManager Studio is copyrighted by TRM. TRM holds a gold accreditation for Maximo, ranking TRM as one of the highest accredited IBM partners in the world in the EAM and IT Service Management space.

TRM possesses an AA account with NIH CIT, which allows them to access TMB’s Maximo servers via a Remote Desktop Protocol connection. This enables TRM to start work on day one of the new award without any delay due to account access issues. TRM has heavily tailored Maximo to fit TMB’s needs and is therefore familiar with the custom coded reports and applications. This enables TRM to start work on day one of the new award without any delay due to unfamiliar tailored products.

This notice is not a request for competitive quotes. However, any party that believes it can fulfill the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued within five (5) days after the date of this notice unless the Government determines that another company has the capability to satisfy this requirement.
