Television Operations Center Equipment Maintenance

The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to HA Design Group, LLC on a sole source basis. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement listed below.

The purpose of this notice is to inform the public that the NIH intends to issue a purchase order to HA Design Group, LLC for an annual renewal to enable NIH’s Events Management Branch (EMB) Television Operations Center (TOC) to remain functional.

The NIH Events Management Branch is required to maintain equipment end items and associated firmware/software of the system to ensure reliability of the system integrity and functionality for all projects associated with EMB clients from the NIH, the Department of Health of Human Services, and world-wide. HA Design Group, LLC., was the designer and integrator of the TOC system hardware and software currently in use in EMB and provides the required support of the system.

HA Design Group, LLC. coordinates with the equipment manufacturers and maintains warranty coverage agreements with all the system equipment. To ensure continuity of services and operational functionality of the TOC, it is critical to have maintenance, technical support, and warranty coverage for the existing hardware and software.

It would not be cost effect for the Government to obtain separate service level agreements through each of the multiple equipment manufacturers for the equipment incorporated into the TOC system. In addition, some equipment manufacturers will only work with the system integrator and not the end user on obtaining renewals on warranties. Only one known responsible source will satisfy the agency’s requirements. This notice is not a request for competitive quotes.

However, any party that believes it can fulfill the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates the ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another company has the capability to satisfy this requirement.
