This request for proposal is being competed as a 100% setaside for small business. Award will be made utilizing full and open competition among all responsible small business sources. Offerors are advised to carefully review and complete all required fillins and follow all instructions found within the document. Proposals received that are determined inadequate will be eliminated from consideration for award.
