ROI Professional Certification

NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Office of Personnel Management (OPM) intends to negotiate on a sole source basis a Fixed Price Purchase Order with ROI Institute, Inc. located at 2803 Greystone Commercial Blvd, Birmingham, Alabama 35242-9603, Unique Entity ID:

WC5KKMNTABR8, CAGE Code: 3YYK4, for the purchase of Return on Investment (ROI) Professional Certification. The estimated Period of Performance (PoP) is for a base period of one-year. This course and certification are proprietary and ROI Institute, Inc. is the sole source provider. In addition, ROI Institute, Inc. has trademark and proprietary rights to ROI methodology and ROI certification.

The proposed contract action is for the ROI Professional Certification in which the Government intends to solicit and negotiate with only one source in accordance with (IAW) 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), only one responsible source. The Government intends to make an award by December 1, 2024. This is not a request for quotation, and the Government does not intend to pay for information received.

A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within 7 days of this publication.

Interested firms must indicate whether they are large, small, any socio-economic classification, and whether they are U.S. or foreign owned.
