The NAICS Code is 333996, Fluid Power Pump and Motor Manufacturing, with a business size standard of 1,250.  The Product Service Code (PSC) is 4320.  This procurement will be solicited as an unrestricted procurement in accordance with the procedures of Federal Acquisition Regulation (FAR) Part 15 – Contracting by Negotiation.  FOB point is Origin (First Destination Transportation) and Inspection and Acceptance at Origin.  Delivery location: W1A8 DLA DISTRIBUTION DDSP NEW CUMBERLAND FACILITY 2083 NORMANDY DRIVE DOOR 113 TO 134 NEW CUMBERLAND PA 17070-5002 US.

There is a First Article Test Requirement for this item.

 The requirement quantity is 16 each.  The delivery time is 650 days.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.

The proposed solicitation number is SPE7M125R0010 and will be available at http://www.dibbs.bsmdla.mil/rfp on or about August 25, 2025. Hard copies of this solicitation are not available. 

While price may be a significant factor in the evaluation of offers, proposals will be evaluated according to “best value” procedures on the basis of Price, Past Performance, and Delivery. All offers shall be in English and in US dollars.
