This is a solicitation for a non-commercial purchase, one-time buy. The 406th SCMS/GULAC at Robins AFB, GA has a requirement to procure part number RD532-2105RH, Converter, Analog to Digital, for the end item repair of the Common Avionics (5998-01-132-2965AY CV-3625/ASQ-175). This item was previously procured under the now obsolete NSN 5962-01-137-8868. Systems Engineer has provided the Part Number Office with an alternative to meet the government needs: part number RD532-2105RH, from Davilyn Corporation, CAGE 5V128. 1 Each Delivery Requirement: five (5) days ARO The government intends to award on a sole source basis to Davilyn Corporation (CAGE: 5V128). Market Research yielded no other capable source to provide the RD532-210RH, Analog to Digital Converter. Davilyn is the only vendor found with the ability to provide this part within the required time. This solicitation is not a request for competitive proposals. All proposals received within the 15 days after issuance of the solicitation will be considered.

If the contracting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels.

The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serous contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
