This is a Sources Sought notice. This notice is for information and planning purposes only and does not constitute an Invitation for Bids (IFB), Request for Proposals (RFP), or Request for Quotes (RFQ). This notice should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice.

The Government will not be responsible for any costs incurred by respondents in furnishing this information. The Defense Logistics Agency (DLA) Energy is conducting market research to identify potential sources capable of providing Bunkers Marine Gas Oil (MGO) for various military and federal civilian agencies at various ports locations in United States and its outlying areas.

The purpose of this notice is to identify potential small business sources, including the following small business categories, as defined by FAR Part 19: Small Business (SB) Small Disadvantaged Business (SDB) 8(a) Woman-Owned Small Business (WOSB) Economically Disadvantaged Woman-Owned Small Business (EDWOSB) HUBZone Service-Disabled Veteran-Owned Small Business (SDVOSB)

Requirement: The anticipated requirement is for the supply and delivery of Bunkers Marine Gas Oil to various ports locations in United States and its outlying areas. Suppliers must be capable of providing MGO that meets the following specifications:

Quality: MGO must comply with ISO 8217:2017 specifications or equivalent and must contain zero FAME/Biodiesel.

Delivery: Ability to deliver fuel to multiple locations, potentially including both U.S. and international ports. Quantity: Suppliers must be able to handle varying order sizes, from small quantities to large bulk deliveries.

Ancillary Services: Provide any ancillary services required for the delivery and handling of MGO.

Submission Details: Interested suppliers/vendors should submit a capabilities statement that includes the following information: Company Name, Address, and Point of Contact Information. Business Size and Classification. Identify all that apply (e.g., SB, SDB, 8(a), WOSB, EDWOSB, HUBZone, SDVOSB). DUNS Number and CAGE Code. Description of Relevant Experience. Provide details of previous contracts or projects involving the supply and delivery of MGO. Delivery Capabilities.

Describe your ability to deliver MGO to various locations, including any geographic limitations. Compliance with Specifications. Confirm your ability to meet the required MGO specifications (ISO 8217:2017 or equivalent). Ancillary Services. Outline any ancillary services you can provide related to the delivery and handling of MGO. Other Relevant Information. Any other information that would be pertinent to this requirement.
