Amendment 0004 to Solicitation SPE608-23-R-0200

1. PURPOSE

The purpose of this amendment is to add requirements to Solicitation SPE608-23-R-0200.

2. ADDITION

A. Ancillary Charges

The Government hereby adds the following requirement: Total ancillary charges under the BUNKERS SOUTHCOM Purchase Program shall not exceed 10% of the total contract price for fuel per delivery order. The Government will not reimburse ancillary charges exceeding this amount.

B. Successive Closing Dates

The solicitation is hereby amended to add the following provision: This is an open continuous solicitation with successive closing dates. The Government anticipates receiving new requirements throughout the period of performance, ending March 31, 2027. Solicitation SPE608-23-R-0200 will remain open for the addition of new line items. As requirements arise, the Government will issue amendments establishing closing dates and affording all Offerors an opportunity to compete. 

C. Additional Requirements

1) Closing Date for This Amendment: Offers responding to this amendment are due Friday, November 24, 2025, at 3:00 PM ET, Fort Belvoir, Virginia, local time.

2) Required Quality Assurance Provisions are included. See attachment.

3. TERMS AND CONDITIONS

Except as provided herein, all other terms and conditions of Solicitation SPE608-23-R-0200 remained unchanged and in full force and effect.
