Defense Logistics Agency (DLA) Energy is the Integrated Material Manager (IMM) and contracting activity for petroleum products and services for the Department of War (DoW). This Justification and Approval (J&A) is for the acquisition of designated petroleum products on an other than full and open competition basis due to unusual and compelling urgency, in accordance with (IAW) Federal Acquisition Regulation (FAR) 6.104-1(a)(1).

At the time of the requirement, inventory fuel reserve conditions at Defense Fuel Supply Point (DFSP) had reached their minimum control limits. The modification of the contract was required to receive the requested amount of fuel by the Required Delivery Date (RDD). This J&A authorizes the procurement of 19,320,000 U.S. gallons (USG) of Fuel, Naval Distillate (F76) from Valero Marketing and Supply Co. (Valero).

The purchase is in addition to the Inland/East/Gulf Coast (IEG) Bulk Petroleum Products solicitation SPE602-24- R-0709 requirement of F76. The period of performance is from March 18, 2026 to April 30, 2026.
