This is solicitation SPE602-24-R-0701 for the annual bulk fuel procurement for the Rocky Mountain/West Coast/Offshore (RMW) 2024 Purchase Programs. The Program's Ordering Period is date of award through September 30, 2025. The Delivery Period is October 1, 2024, through September 30, 2025, with a 30-day Carry Over period. The delivery methods will be Tanker, Barge, Truck, and Pipeline, both FOB Origin and Destination, depending on the specific requirement and location. The Total Estimated Quantities are as follows:

Turbine Fuel, Aviation (JAA) 9130-00-359-2026, PP 2.2b/~ 582,649,000 USG Turbine Fuel, Aviation (JA1) 9130-00-753-5026, PP 2.2b/~ 86,342,000 USG Turbine Fuel, Aviation (JP5) 9130-00-273-2379, PP 2.2d/~ 135,081,000 USG Fuel, Naval Distillate (F76) 9140-00-273-2377, PP 2.5b/ ~ 115,180,000 USG DLA Energy is seeking to increase Small Business participation in our solicitations. For this solicitation, an estimated 30.81% of the fuel quantity is set-aside for small business concerns.

If you are a designated small business in accordance with FAR 52.212-1, please ensure your System for Award Management (SAM) designation is correct. This solicitation is available on the World Wide Web https://www.sam.gov Please be advised that a copy of the solicitation will not be available to email due to the size. DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement. Utilization of the Bulk OET is mandatory.

The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449).
