1. Introduction This Request for Information (RFI) is issued by Defense Logistics Agency – Troop Support Indo-Pacific, as part of its market research under FAR Part 10 – Market Research. The Government seeks industry feedback, capability statements, and general interest from responsible vendors interested in supplying Pepsi Beverage Products Including Bottled Water to DoD and Non-DoD Customers on the Island of Guam. This notice is for informational purposes only and does not constitute a solicitation or a commitment by the Government to issue a future solicitation.
2. Background The Government anticipates a potential requirement to establish one or more contracts—such as a Simplified Indefinite Delivery Contract (SIDC) or Indefinite Delivery/Indefinite Quantity (IDIQ) contract—under FAR Part 12 – Acquisition of Commercial Products and Commercial Services, for the regular supply and delivery of Pepsi Beverage Products. The successful vendor(s) may be expected to:
Source, purchase, store, and distribute a variety of Pepsi Beverage items. Maintain product quality, timely delivery, and responsive customer service. Respond to customer requests for additional or substitute items during the life of the contract. Maintain all required federal, state, and local licenses and certifications.
Note: Vendors must currently operate as functioning commercial distributors. It is not acceptable for an offeror to operate solely as a third-party logistics (3PL) firm, i.e., one that subcontracts out warehousing, procurement, and delivery functions. Offerors affirm their role as direct distributors upon submission of capability statements.
3. Purpose of This RFI This RFI serves the following purposes: To determine market interest and availability of capable sources. To gather industry input on the proposed approach, product categories, and distribution model. To inform the acquisition strategy and assist in development of a future solicitation. The Government intends to conduct this procurement as a commercial acquisition in accordance with FAR Part 12.
4. Important Notices No contract will be awarded as a result of this RFI. Participation in this RFI is voluntary and will not affect a respondent’s ability to submit an offer if a solicitation is issued. The Government will not reimburse costs incurred in preparing or submitting a response. Proprietary or sensitive information should be clearly marked, and the Government will treat it accordingly. Interested parties are responsible for monitoring SAM.gov for future updates.
