Parka, Cold Weather, Navy, PGC 00016 and Parka, Cold Weather, Coast Guard, PGC 00105

Solicitation Number: SPE1C1-24-R-0050 This synopsis is for the acquisition of the Parka, Cold Weather, Navy, NSN 8415-01- 663-8118(s) (PGC 00016) and Parka, Cold Weather, Coast Guard, NSN 8415-01-676-4663(s) (PGC 00105). This is an Indefinite Delivery/Indefinite Quantity (IDIQ) acquisition with four (4) one-year tier ordering periods. This acquisition will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

The total requirement is for any combination of the Navy and Coast Guard Cold Weather Parka items. The total minimum quantity 17,000. The Annual Estimated Quantity (AEQ) for each of the four (4) tier ordering periods is 65,000 and the total maximum quantity is 325,000.

The Parka, Cold Weather, Navy (PGC 00016) shall be made in accordance with military specification NCTRF PD 02-16B, dated 31 January 2019, Class 1; pattern dated 10 December 2020. The Parka, Cold Weather, Coast Guard (PGC 00105) shall be made in accordance with military specification NCTRF PD 02-16B, dated 31 January 2019, Class 2; pattern dated 10 DECEMBER 2020. The Navy and Coast Guard Cold Weather Parkas are considered military unique. This acquisition will utilize Best Value Source Selection procedures.

Proposals submitted are required to include Product Demonstration Models (PDMs) and past performance. It is anticipated this solicitation will be posted to the DLA Internet Bid Board System (DIBBS) in November 2024. All offerors MUST be registered in the System for Award Management (SAM). All responsible sources may submit offers which, if received in timely fashion, shall be considered. Production Lead Time is 120 days for initial delivery and 120 days for subsequent deliveries.

Deliveries are FOB Destination to Lansing, MI 48906. Important Note on Foreign Content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services.

Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
