Synopsis | FUELSMANAGER® DEFENSE (FMD) SOFTWARE MAINTENANCE, SUPPORT SERVICES, AND DEPLOYMENTS, OPERATIONS, AND FIELD SITE SUPPORT & HYDRANT EQUIPMENT MONITORING INTERFACE (HEMI) SUPPORT | Sole Source

The Defense Logistics Agency (DLA) (also referred to herein as, the Government) Information Operations Enterprise Capabilities, Operational Energy Applications (J62BG) requires a maintenance (Software Maintenance & Support Services & Deployments, Operations, And Field Site Support) solution for the current FuelsManager® Defense (FMD) IT infrastructure and HEMI system support. FMD is currently used by approximately 1,800 users spread across 600 sites, and HEMI is spread across 58 sites.

This PWS supports both FMD and HEMI in the acquisition of software maintenance support in the sustainment of FuelsManager® Defense (FMD) and deployments, operations, and field site support. This includes HEMI which provides leak detection and allows sites unmanned pumphouse operation. FMD and HEMI use software only provided by Varec.

These services shall be performed for DLA Information Operations - Enterprise Capabilities, Operational Energy Applications (J62BG) and DLA’s technical environments, locations, and configurations. The required services shall include Project Oversight, Operational Support for Applications, Software Maintenance and Development Support.

The Software Maintenance support contract includes sustainment of the accredited Base Level Support Application (BLSA), which consists of FMD/HEMI at the local and Enterprise levels, to ensure operability, correct existing processes as necessary, and to assist the Government with continued interface sustainment between FMD and the Enterprise Business System (EBS).

These services shall support the sustainment of interfaces between FMD/HEMI and current and future DLA applications, to include but not limited to, Automated Tank Gauging (ATG), Automated Fuels Service Stations (AFSS), Mobile Automated Fuels Service Station (MAFSS), Electronic Point of Sale (EPoS) device, and Material Financial Control System (MFCS). The Contractor shall work as part of an integrated team with Government personnel and other Government Contractors supporting these applications.
