This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. This is a Request for Quotes (RFQ) and the solicitation number is SP4705-24-Q-0221. No formal solicitation will be issued. Please review the attached Statement of Work for more details.
This solicitation is issued as 100% set-aside for small business concerns. This notice incorporates provisions and clauses in effect through, Federal Acquisition Circular (FAC) 2024-05 published in the Federal Register on April 22, 2024, and DFARS Publication Notice (DPN) 20240627. The NAICS code is 488510 – Freight Transportation and the size standard is $20,000,000.00. The award will be in accordance with FAR part 15 and 19. The solicitation will result in a firm-fixed price contract. Proposals will be evaluated in accordance with FAR Part 15- Lowest Price Technically Acceptable and FAR 12. Proposals will be evaluated for acceptability.
SCOPE: The Defense Logistics Agency (DLA) Contracting Services Office intends to procure an acquisition on behalf of the Defense Logistics Agency Headquarters Installation Support to establish a contract for the removal of two (2) Naval cannons (approximately 3,700 lbs each), measuring 135” (L) x 55” (H) x 65” (W). These cannons are located on the opposite side of the Atrium inside the Main entrance of the DLA McNamara Complex and need to be packed and shipped to the Defense Supply Center Richmond Virginia.
The government is seeking an experienced contractor capable of providing all labor, rigging, and equipment for the safe removal and transport of Cannons. The contractor shall provide trained riggers and proper equipment to remove cannons from the inside of building without causing any damage to government structures or the raised pavers leading to the building. Contractor shall be responsible for padding, cushioning, and strapping of muzzles to prevent scratches, abrasion, or other damage.
The contractor shall palletize both cannons on different pallets. Contractor shall add additional material (plywood, etc.) to protect the raised flooring outside the building, the grid in foyer and the flooring inside the lobby area of the building. Contractor shall use a covered vehicle when cannons are transported. Contractor shall be equipped with all licenses, certification, and insurance certificates. See Attachment 1 for the Statement of Work (SOW) for additional information on the requirement. A list of the line items numbers, quantities, and units of measure for the base and option years is located under Attachment 2 – Section B Price Schedule.
