Description

As published on SAM.gov with the combined synopsis and solicitation of February 23, 2024.

Amendment 0002 is issued to address additional questions received and to provide an updated PWS. Please refer to attachments.

Combined Synopsis/Solicitation SP450024R0006 has been prepared in accordance with the procedures in FAR 12.603. Work will consist of the pumping, containerization, transportation, and disposal of RCRA hazardous wastes, non-RCRA wastes, State-Regulated wastes, Non-State Regulated wastes, Universal Wastes, and Per- and Polyfluoroalkyl Substances (PFAS) form various Naval Activities in the San Diego, California area.

Waste is generated on a regular basis, and EPA regulations limit the amount of time that waste can be held on Government installations before penalizing the organization with fines. There are roughly 27 special services and four profile-based waste CLINs. Special services may include industrial cleaning services, hydro/water blasting work, FRAC Tank rental, pumping bilge waste removal, bulk liquid removal, and providing containers and tanks.

Profile Based CLINs may include waste streams such flammables, non-RCRA liquids and AFF and other PFAS related liquids. The following additional information is provided in accordance with FAR 12.603(c)(2). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation SP450024R0006 is issued as a request for proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02 Effective 22 January 2024. (iv) This acquisition is being issued as a full and open competition on an unrestricted basis; the associated NAICS code is 562211; the small business size standard is $41.5M. (v) See Attachment 7 for the Price Schedule.

IMPORTANT EXCEL INFORMATION ? please note that Excel doesn’t always use the visible price when executing formulas. If the cell is formatted for currency in USD, the visible price will always show the amount to the nearest cent. However, when an additional formula is used to calculate a unit price, for example an escalation from a base period unit price to an option period unit price, Excel uses the actual amount, not the price rounded to the nearest cent that is displayed in the cell on the spreadsheet.

The amount shown in the formula bar, not the cell, is the figure Excel uses for calculations. This can cause inconsistencies between the extended price shown for a CLIN and the offered unit price and subsequent inconsistencies in the total price for the schedule. Unit prices rounded to the nearest cent must be inputted into the spreadsheet. The unit price shown in the cell is the figure we will use to evaluate the price proposal.

Offerors are advised to make sure there are not inconsistencies between the unit price shown and the figure in the formula bar for that cell. (vi) See Attachment 8 for a description of the requirement. (vii) The contract is anticipated to have a 30-month base period from May 2024 to November 2026 and a 30-month option period. (viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.

See Attachment 11 for addenda to the provision. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition.

See Attachment 12 for addenda to the provision. (x) Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, Alternate I, with your offer. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.

See Attachment 13 for 52.212-5 clauses applicable to this acquisition. (xiii) See Attachment 13 for additional contract terms and conditions. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable. (xv) Proposals are due by 1500 EST on 01 March 2024. Proposals shall be emailed to Amy.Corder@dla.mil and hazardouscontractswest@dla.mil. (xvi) Offerors must submit all questions regarding this solicitation in writing via email to Amy Corder at Amy.Corder@dla.mil.

The cut-off date for the receipt of offeror questions is noon EST fourteen calendar days after solicitation issuance. Questions received after that time may not receive an answer. *SP450024R0006 ATTACHMENTS AND OTHER DOCUMENTS:
