Intent to Award a Sole Source Contract - DDSP CLEAN

DLA Distribution intends to award a firm-fixed-price purchase order for access to the Pennsylvania State Police's Commonwealth Law Enforcement Assistance Network (CLEAN) at DLA Distribution Susquehanna PA on a sole source basis to Department of State Police Pennsylvania (large business).

In accordance with FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and FAR 13.106-1(b) “soliciting from a single source for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.” Pennsylvania State Police (PSP) is the owner and sole provider of access to CLEAN.

There is no open market competition between authorized dealers/distributors/servicers. There are no other businesses that can provide access to CLEAN. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this effort is 517410 with a small business size standard of $44M and PSC of R426. This notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only.

A solicitation will not be issued for this procurement action or posted to the single Government Point of Entry, the SAM.gov website. All responsible sources may respond by submitting qualifications/capabilities statement of the company by August 15th, at 5:30PM EST to Michael French, via email: michael.s.french@dla.mil for consideration by the agency. If no affirmative responses are received, a purchase order will be awarded to the Department of State Police Pennsylvania.
