This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation that will be issued. Quotations are being requested, and separate written solicitation will not be issued.
Solicitation number 1232SA26Q1502 is issued as a Request for Quotation (RFQ) for ARS Pacific Basin Agricultural Research Center. The applicable North American Industry Classification Standard Code is 541620, Environmental Consulting Services. The small business size standard is $19 mil This acquisition is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). All responsible sources may submit a quotation which will be considered by the agency.
Statement of Requirement
The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Pacific Basin Agricultural Research Center (PBARC), Hilo, Hawaii, requires contractor services to safely remove, characterize (if necessary), transport, and dispose of three (3) compressed gas cylinders with unknown contents (see Figure 1). The cylinders are legacy materials located in a USDA storage building and are no longer required for research operations.
Note: The removable steel cylinder caps have become corroded and stuck, making them difficult to remove. Since shipping regulations require tank valves to be accessible, specialized hydraulic equipment may be needed to detach the caps and replace the valves safely. Because the identity and condition of the gases cannot be confirmed by the Government, the contractor shall provide all technical expertise necessary to safely identify (when required), package, transport, and dispose of the cylinders in accordance with applicable federal, state, and local regulations.
