USAID “Support for Trade, Recovery Opportunities, and National Growth in Ukraine (STRONG UA) Activity”

The United States Agency for International Development (USAID) is seeking proposals to implement the USAID Support for Trade, Recovery Opportunities, and National Growth in Ukraine (STRONG-UA) activity to support Ukrainian small and medium enterprises (SMEs) at scale to:

i) invest in their recovery and growth; ii) to develop new market linkages, and; iii) enhance their innovation and competitiveness. as described in the attached Request for Proposals (RFP). USAID/Ukraine anticipates awarding one cost-plus-fixed-fee term type contract with a base period of performance of two (2) years plus three (3) one-year option periods.

In order to understand the magnitude of USAID’s requirement, the Government estimates 55,255 person days level of effort of professional technical staff for the full five year period subject to the availability of funds. Given the urgency of need in Ukraine at this pivotal time, achieving the results stated in the government requirements using maximum flexibility and adaptive designs for the base period are highly encouraged and prioritized over option years.
