NOTIFICATION OF THE GOVERNMENT’S INTENT TO AWARD A SOLE SOURCE SDVOSB CONTRACT

THIS IS NOTIFICATION OF THE GOVERNMENT’S INTENT TO AWARD A SOLE SOURCE CONTRACT TO A SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) The Fleet Logistics Center Sigonella (FLCSI) Naples Detachment, Naples, Italy, announces its intention to award a Firm Fixed Price(FFP) contract on a sole source basis to a SDVOSB vendor to procure the services necessary to provide construction security services, as well as construction security surveillance services to support a secure construction project onboard Keflavik Air Base (KAB), Keflavik, Iceland in accordance with (IAW) the Intelligence Community Directive (ICD) 705 series and Department of Defense (DoD) policies.

The estimated award value of this action is approximately $1.2M. The Place of performance is AB Keflavik, Iceland. DISCLAIMER THIS NOTIFICATION IS FOR INFORMATIONAL PURPOSES ONLY. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES Details are described in the Attachment to this Sole Source SDVOSB Notice. The Attachment is the form of the DRAFT Performance Work Statement (PWS).

The Contractor shall be responsible for obtaining any necessary technical representative status, licenses, permits, country/theater clearances, and entry authorizations to comply with any applicable U.S. and Host Nation laws, codes, and regulations. ELIGIBILITY The anticipated NAICS Code for this requirement is 561612 Security Services. Anticipated PSC is R430 Support Professional: Physical Security and Badging.

This SOLE SOURCE SDVOSB Notice is requesting responses to the following criteria from all SDVOSB designated vendors that can provide the required CONUS/OCONUS services. SUBMISSION DETAILS Interested SDVOSB designated businesses should submit a brief capabilities statement package that must address interest and ability to perform all portions of effort. Interested parties are requested to submit a capabilities statement of no more than five (5) pages in length.

The response to this Sole Source Notice shall be submitted in either Microsoft Word or Portable Document Format (PDF) via email to Pamela Brown at pamela.j.brown1.civ@us.navy.mil, and David Biggs at david.a.biggs20.civ@us.navy.mil. The deadline for response to this request is 1500 hours, Central European Summer Time (CEST), on Friday, 17 May 2024.
