This is not a request for quote/proposal, but a synopsis notice of the Government’s Intent to sole source. Pursuant to FAR 5.203(a) Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Office of the Under Secretary of Defense — Office of Force Resiliency, On-Site Installation Evaluation (OSIE) Program Evaluation Support (PES), intends to issue a firm fixed price contract on a sole source basis to Miami University.

[CAGE Code:4E755, UEI: T6J6AF3AM8M8, 501 E. High St. Oxford, OH 45056] under authority of FAR 13.106-1(b), Soliciting from a single source. Washington Headquarters Services (WHS), Acquisition Directorate (AD) intends to award a contract for Graduate Research Assistance Support Services to support the Office of the Under Secretary of Defense — Office of Force Resiliency (OFR), On-Site Installation Evaluation (OSIE) Program Evaluation Support (PES).

The anticipated award will be made under the authority of Federal Acquisition Regulation FAR 13.106-1(b)(1), Soliciting from a single source – For purchases not exceeding the simplified acquisition threshold and have a period of performance of a base period of 12 months with two-twelve month option periods, totaling three (3) years. The contract is intended to meet OFR’s requirement to provide wide-ranging program evaluation support for OFR’s ongoing OSIE requirements as directed by the Secretary of Defense.

These efforts entail the support of OFR and OFR’s Intergovernmental Personnel Act (IPA) personnel assignment (OSIE Director at Miami University) and activities which include research and analysis to ensure that the OSIE process remains analytically sound; creating an accurate understanding of force risk and protective factors; and ensuring findings are accurately communicated through DoD and OFR to DoD senior leaders.

Additionally, OFR requires OSIE implementation support to assist on-site data collection (conducted virtually as “reach back” or through periodic site visits), the assessment/refinement of on-site metrics, the analysis and synthetization of information collected on-site, and the deriving of conclusions in collaboration with OFR.

Support services include program evaluation; research and analysis; on-site data collection; development, assessment, and refinement of on-site metrics; analysis and synthesis of information collected; development and refinement of data collection protocols and their approvals; training of site visitors on data collection; and assisting in the development of reports and other products associated with OSIE activities and reports.

Responses must be in writing and must provide clear and concise documentation indicating an Offeror’s capability to provide these services, and the capability shall be furnished at no cost or obligation to the Government.
