Fuel Oil Analytical Testing Services

Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory (BNL) under Contract DE-SC0012704 with the U.S. Department of Energy (DOE), is soliciting quotations for Fuel Oil Analytical Testing Services for Boiler Plant B610 located at Brookhaven National Laboratory, Upton, New York.

The Contractor shall provide laboratory analytical testing services for fuel oil samples in accordance with applicable New York State Department of Environmental Conservation (NYSDEC) requirements and recognized ASTM testing standards. Services include analytical testing of approximately five (5) annual #2 fuel oil samples and three (3) annual #4 fuel oil samples. Testing shall be performed at the Contractor's certified laboratory facility.

Samples will be collected by BNL personnel and submitted to the Contractor for analysis. The anticipated contract type is Firm Fixed Price (FFP) with a one-year base period (07/01/2026 – 06/30/2027) and four (4) one-year option periods, exercisable at BSA's discretion. The applicable NAICS Code is 541380, Testing Laboratories and Services. Award will be made to the responsive and responsible Offeror submitting the lowest evaluated total price, including options, and meeting all technical requirements.
