Notice of Intent - Echo54

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Perimeter AI Inc. DBA Echo54 (Austin, TX) to acquire Echo54 Passive Infrared (PIR) Indoor People Sensors. The Echo54 PIR are small form factor device which will match the architectural constraints of new and existing buildings at FBI Redstone Campus.

Based on market research conducted and contacts made with knowledgeable individuals within the Government and related industry, it has been determined that Echo54 is the sole manufacturer and distributor of the required PIR Indoor People Sensors; therefore, Echo54 is the only company capable of providing the product that will satisfy agency requirements. This notice will be distributed solely through the General Services Administration’s SAM.gov website (www.SAM.gov).

Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 – Other Measuring and Controlling Device Manufacturing; the size standard is 600 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.

This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Christina Wheeless via email only at CMWheeless@fbi.gov, no later than 1:00pm CST/2:00pm EST on Monday, September 9, 2024. Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.

Information received will be used solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with SAM. Please ensure that your company’s SAM information is updated and accurate. This includes:

TIN, EFT, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
