PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, firm-fixed-price contract with Direct Color Systems to purchase a modified 1800Z Ink Jet Printer. Direct Color Systems. is located at 99 Hammer Mill Rd., Rocky Hill, CT.

06067. The FBI, Laboratory Division (LD), intends to purchase a modified Direct Color Systems 1800Z Ink Jet Printer that, once modified, will no longer work as a traditional printer, but will permit the deposition of chemical/biological materials on porous and non-porous research samples (i.e. the “printing” of latent print residue). Per the manufacturer, Direct Color Systems is the sole supplier/manufacturer of the Direct Jet line of printers.

The modified 1800Z uses technology that encompasses several patents protected in the United States and throughout the world. As such, manufacturing and servicing these products require access to proprietary and commercially sensitive information that is only accessible to employees of Direct Color Systems. Justification available upon request. This notice will be distributed solely through the General Services Administration's System for Awards Management website (www.SAM.gov).

Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and/or capabilities statement to this requirement by contacting Contracting Officer, Adelle Bolton by email at albolton@fbi.gov no later than 05:00 PM EST on 05/09/2024. Responses sent utilizing other means will not be considered. Information received will be used solely to determine whether to conduct a competitive procurement.

A determination by the government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors shall be registered in the System for Awards Management (SAM.gov) to receive government contracts. The FBI uses a financial system that has a direct interface with SAM.
