Notice of Intent to Sole Source for a RT TITAN LN2 Liquid Nitrogen Generator

This notice of intent is not a request for competitive quotes. This is a sole-source requirement. The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed-price Purchase Order (PO) to:

Rutherford and Titan, Inc., (CAGE Code 94PM7), 401 Louisiana Street, Houston, Texas, 77002 for one (1) RT TITAN LN2 Liquid Nitrogen Generator. The RT TITAN LN2 is manufactured by Rutherford and Titan, Inc, and is Made in the United States of America, (USA). This acquisition includes:

one (1) RT TITAN LN2 Liquid Nitrogen Generator; one (1) year warranty; and shipping charges to the FBI Academy Campus, Quantico, Virginia, 22135. The North American Classification System Code (NAICS) is 325120, Industrial Gas Manufacturing. The size standard for NAICS Code 325120 is 1,200 employees. Rutherford and Titan, Inc. is a small business. The RT TITAN LN2 meets and/or exceeds the Government’s following minimum requirements:

1) On-site plug and produce liquid nitrogen (LN2) generator production system;

2) 8 to 10 Liters (L) per day;

3) 55 liter LN2 storage dewar;

4) Front hose connection for direct dispensing;

5) 65 to 74 decibel noise level;

6) LN2 at 99% purity;

7) Internal air compressor for cooling; and 8) The unit must fit within a foot print of 3 Ft x 3 Ft, and the height cannot exceed six (6) Ft. The FBI purchased one (1) TRITON2S Dewar Liquid Nitrogen Generator from Rutherford and Titan, Inc. on 27 June 2022, (via PO Number 15F06722P0000632). The grand total was $30,799.00. The FBI intends to negotiate with only one (1) source under the authority of FAR 6.302-1, (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements).

Interested parties may identify their interests and capability to respond to this requirement by 11 March 2024 at 10:00 AM, (EST). Emailed responses will only be considered. No phone calls. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses shall include the firm's Dun and Bradstreet number (DUNS), UEI Unique Entity ID (UEI) number, and their Business Size.

Information received will be considered solely for the purpose of whether to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
