SCRAP RESIDUE SALE AT ANNISTON ARMY DEPOT, AL, DEMILITARIZATION AS CONDITION OF SALE (DCOS/MCOS) REQUEST FOR TECHNICAL PROPOSAL (RFTP) No. 33-4031

This is a Public Pre-Solicitation Notice: The Request for Technical Proposal (RFTP) and the Draft Invitation for Bid (IFB) for the DLA Disposition Services Demilitarization/Mutilation as Condition of Sale (DCOS/MCOS) scrap residue term sale are now available for review.

Please see the attached documents for review and guidance preparing your technical proposals for the following sales contract: •Demilitarization/Mutilation as Condition of Sale (DCOS/MCOS) scrap residue term sale –Anniston Army Depot, Anniston, AL This contract will provide this property for a minimum of thirty-six (36) months base period of performance. In addition, Disposition Services may elect to offer the Purchaser up to two (2), twelve-month period of performance contract options.

This sales contract will be awarded using a Two-Step process consisting of the following distinct steps: (1) Solicitation, submission, and evaluation of technical proposals to determine acceptability; and (2) Issuance of a finalized and approved Invitation for Bid (IFB) only to those firms that submitted technical proposals deemed acceptable under Step One.

Technical Proposals must be submitted to and received by DLA Disposition Services by 3:00 p.m. EST on Wednesday August 21, 2024 in accordance with the attached RFTP guidance. This Pre-Solicitation notice is not to be construed as a commitment by the Government, nor will the Government be liable for any costs involved in any action in response to this notice. EST August 9, 2024, seven (7) business days prior to the RFTP closing date of June 21, 2024. All questions received after this date will not be published. Buyer beware: This is NOT a service contract.
