e-RECYCLING DEMILITARIZATION/MUTILATION ASCONDITION OF SALE (DCOS/MCOS) SCRAP ELECTRONICS RESIDUE SALE

This is a Public Pre-Solicitation Notice: The Request for Technical Proposal (RFTP) and the Draft Invitation for Bid (IFB) for the DLA Disposition Services Electronic Scrap term sale are now available for review. Please see the attached documents for review and guidance preparing your technical proposals for the following sales contract: This contract will provide this property for a minimum of a sixty (60) months base period of performance.

In addition, Disposition Services may elect to offer the Purchaser up to four (4), 20,000,000 lbs. contract options. This sales contract will be awarded using a Two-Step process consisting of the following distinct steps: (1) Solicitation, submission, and evaluation of technical proposals to determine acceptability; and (2) Issuance of a finalized and approved Invitation for Bid (IFB) only to those firms that submitted technical proposals deemed acceptable under Step One.

Technical Proposals must be submitted to and received by DLA Disposition Services by 3:00 p.m. EST on Monday, January 27, 2025 in accordance with the attached RFTP guidance. This Pre-Solicitation notice is not to be construed as a commitment by the Government, nor will the Government be liable for any costs involved in any action in response to this notice. The cutoff date for questions concerning the Draft IFB or RFTP will be January 16, 2025, seven (7) business days prior to the RFTP closing date of January 27, 2025.
