Dear Prospective Offeror, The Office of Financial Research (OFR), on behalf of the Financial Stability Oversight Council (FSOC), has a requirement for the Core Collection subscription from Wiley which provides online access to journals which are critical in scope, content, and emphasis for current and on?going research in economics, finance, and data analytics.

The information available through Core Collection also supports research and analysis of projects, including literature reviews for OFR research and support FSOC work streams. Attached you will find the official solicitation from the Office of Financial Research and the Financial Stability Oversight Council (OFR/FSOC) to renew their Wiley Core Collection subscription for a period of performance of 02/01/2024 – 01/31/2028, inclusive of a base period and three options periods.

Additionally, within the document entitled RFQ-OFR-24-Wiley Core Collection, you will find the standard Federal Acquisition Regulation (FAR) clauses (which cannot be negotiated), as well as OFR’s updated “Use of Information” clause. Please review the “Use of Information” clause in its entirety and provide any redlines and comments/concerns you may have.

When providing your quote and any markups of the “Use of Information” clause, please also send over any data or license agreements you may have for this data use/subscription. Please provide the requested information within the solicitation clauses and provisions as well as a completed copy of Attachment 1 – Pricing Spreadsheet by 2:00 PM (ET), Tuesday, January 23, 2024.
