AMEND 01: In preparing a quote for this RFQ, vendors are hereby advised that the FAA will not be providing a core exchange for any of the engine models contained in the Specification Document attached to this RFQ.
ORIGINAL POSTING: The Federal Aviation Administration (FAA) has a requirement to purchase following Avco Corp, doing business as, Lycoming Engines (Lycoming) piston aviation engines and modified cylinders. If interested, please provide a competitive firm fixed-price quotation.
The items must meet the minimum specifications listed in the attached FAA Technical Specifications. This equipment will be utilized at the FAA William J. Hughes Technical Center (WJHTC) for Advanced Aerospace located in Atlantic City, New Jersey. Please provide estimated lead time for delivery and include freight charges to delivery destinations specified in the attached FAA Technical Specifications in your quotation. Freight charges must be a Not-to-Exceed amount and a bill of lading/receipt will be required to be submitted with invoices. Only actual freight charges will be reimbursed up to the Not-to-Exceed amount.
If you have terms and conditions that apply to this requirement that has been approved by FAA or another federal agency (such GSA or DoD), please submit it with your quote and specify the federal agency that provided the approval. If you do not have any approved terms and conditions, please submit your commercial terms of the requirement.
This requirement is being competed on a limited competition basis amongst Lycoming and its distributors only. A tiered evaluation of offers will be used in source selection in accordance with the following. The Contracting Officer has specified the below tiered order of precedence for evaluating offers (descending in order of preference):
(a) Small business; and
(b) Other than small business.
Once offers are received, the Contracting Officer will evaluate a single tier of offers according to the order of precedence specified above. If two or more, responsible, responsive offerors are not within the first tier, the evaluation will proceed to the next lower tier until award can be made. If only one responsible, responsive offer exists within the first tier, that offeror will be brought to the next tier until an award can be made
The North American Industry Classification System (NAICS) code for this requirement is 336412 for Aircraft Engine and Engine Parts Manufacturing with a business size standard of 1,500 employees.
It is anticipated that a Firm Fixed-Price Purchase Order will be made to the offeror with the lowest price technically acceptable quotation. For the offer to be technically acceptable, offerors must be compliant with the requirements details, meet the minimum requirements detailed in the attached FAA Technical Specifications, and be determined to be a responsible source via System for Award Management (SAM) website (www.SAM.gov). All potential vendors must have an active registration in SAM for consideration of this Award. Please provide the Unique Entity ID (generated by SAM.gov) associated with your SAM registration. This information will be used by the Contracting Officer to verify that the offeror is registered in the SAM database.
OFFERS ARE DUE NO LATER THAN 3:00 P.M. (EST) ON THURSDAY, SEPTEMBER 17, 2026. OFFERS RECEIVED AFTER THAT DATE WILL NOT BE CONSIDERED. All submittals must be directed to Dhaval G. Patel (dhaval.g.patel@faa.gov).
