Headquarters, Supreme Allied Commander Transformation (HQ SACT) has issued a Request for Proposal (RFP) for the development of a proof of concept demonstrating how Artificial Intelligence (AI) can be used to automate the Modelling and Simulation (M&S) lifecycle for analytical purposes. The Modelling, Simulation, and Learning Technologies (MSLT) Branch, part of the Allied Command Transformation's Multi-Domain Force Development Directorate, is responsible for overseeing current and future NATO M&S requirements.

All personnel supporting this contract must be a citizen of a NATO member nation. Bids shall be received at HQ SACT no later than 18 August 2025 at 09:00 am ET. No bids shall be accepted after this time and date. No hard copy proposals will be accepted. In lieu of a bidders’ conference, HQ SACT invites bidders to submit initial technical questions no later than 23 July 2025. BIDDING DOCUMENTS Please see attached. BIDDING PROCEDURE A Declaration of Eligibility is NOT required for this opportunity. Do NOT submit your proposal to the Department of Commerce. Please submit your proposal directly to HQ SACT using the contact information provided in the RFP.
