The U.S. Customs and Border Protection, Office of Field Operations (OFO) has a requirement for an Organizational Diagnostic to provide the Commissioner with insights into how well the organization and its teams understand his intent for and execute counter-network (C-X) efforts, particularly against fentanyl, outlined in CBP Strategy 2021-2026.
This includes how well teams communicate and coordinate actions internal to CBP to support the goals outlined in the strategy even as they lead the U.S. Government’s interagency (IA) effort against fentanyl networks and supply. Based on the findings, the Commissioner and CBP senior leadership can identify specific focus areas to improve enterprise-wide performance in the fentanyl fight and extend those concepts broadly through and with its IA partners.
The desired outcome of this strategic objective is to identify threat networks and to disrupt, degrade, or dismantle their operations that threaten the homeland. CBP is interested in obtaining responses to this RFI from prospective offerors that could provide the services required to support the identified requirements (outlined below). The Government encourages the responders to this RFI and prospective offerors to provide the most innovative, cost-effective method to achieving the desired objectives and results.
